When Halaa is held by that faction, players can shop from these vendors. The contested PvP area of Halaa has two vendors, one for each faction. The others are duplicates of designsold by one of the two faction vendors above. Only one, Design: Necklace of the Diamond Tower, can only be purchased from the Neutral vendor.
While this means you will have to pick up copies for yourself, at least you're guaranteed that the vendor will actually have the recipe when you visit.
